On Monday, during the meeting of the Conciliatory Council, Volodymyr Rybak noted that four bills to amend current legislative acts, including the law on Rules of Procedure as well as two draft resolutions, submitted by the representatives of the opposing factions, have been registered in the Secretariat.

 

Thereat, the Chairman of the Parliament said that he cannot sign the order to introduce Rada-3 system with sensory button into operation, for the abovementioned bills have already been referred. 

 

Volodymyr Rybak drew attention of the participants and several faction leaders in regard to more “balanced appeals to the Chairman of the Verkhovna Rada or to the plenary meeting chair on various insistent demands”. Particularly, he said, it concerns the demand to block cards. “Let me remind that apart from general authorities of the Chairman of the Verkhovna Rada, stipulated by article 78 of the Rules of Procedure, the rights and obligations of the plenary meeting chair are quite clearly regulated by articles 27-28,” the Chairman of the Parliament stressed. “Thus, if the Verkhovna Rada considers it necessary to entitle the chairman with such rights, the respective bill should be submitted, and the mechanism for its implementation should be provided. Only then, any demands regarding its fulfillment can be made,” he said. 

 

Answering journalists’ questions after the meeting of the Conciliatory Council, the Chairman of the Verkhovna Rada did not exclude the possibility of development of a new Rada-4 system. According to him, the National Academy of Sciences of Ukraine is ready to develop such a system, if the respective funding is provided.
